Grafana query time zone

Our grafan server is in PST . The prometheus server is in UTC.

The query that grafana sends is

Is the from and to in PST or UTC?

It is UTC and Prometheus time range filters expect UTC, everything is UTC. Only visualization that is local time or UTC.
