I also edit the .ini file to
[unified_alerting]
enabled = true

still no resolution yet.

Does notification policies is same?
Or COntact points same?

If you are running the latest version of Grafana OSS, then I believe you will not need to modify the .ini file, as the new Unified Alerting is standard (no longer optional via configuration of the .ini file).
