grafana-cli has a --repo option to provide an alternate URL. Is there a document on how to setup a private plugins repo for an air gap data center environment?

There are no docs for this and no plans for any either. This switch is used for testing with our staging environment for the grafana.com api and we do not intend to support this for everyone.
You can maybe figure out what it expects and create your own endpoint by examining the install command code on GitHub and the api endpoint for plugins.
