Settings doesen't change after custom.ini modification

Hi,
i’m on win10 and want to display my graph on NodeRed. For that i need to change custom.ini like this :

i don’t understand why, in Grafana they are False !?
in grafana server admin-> settings :

How to restart Grafana ? I restart the win10 PC : Is that enough?
