Special characters in links are encoding

Our environment just got upgraded to 9.5.1. We have a Prometheus URL that is set in the SQL Query. Basically a case statement that sets the url to either a LINUX dashboard or a Windows dashboard. The problem, we are having is since the upgrade, all special characters are being encoded. We have solutions for regular data links that use variables. However, these links that are set in the Query require the dashboardID, a slash, then the dashboard name. That slash is being encoded. Any suggestions on how to decode it?
