What are you trying to achieve?
Recreate a previously working feature whereby a text panel was used to have “quick links” that jumped to a specified panel ID within the same dashboard. For various reasons we have dashboards with a lot of panels and it was helpful to have this navigation whereby the user could jump down to required part of the dashboard rather than scrolling all the way down -
How are you trying to achieve it?
The previous working set up used the text panel and the panel ID as follows. A text panel with some description of the section that is visible to the user (e.g displays a menu) and a corresponding href to the panel id which would allow the browswer to jump further down within the same dahsboard depending on user selection href=“#panel-137”

What happened?
It seems in upgrade from Grafana 6 to 8 there has been a change in terms of how the panel id is referenced (as seen from webpage inspection in the browser - see next comment below)
I have tried using href=“#137"and href=”#data-panelid137" but no luck.
I am wondering if anyone used Grafana in a similar way and knows a solution?
