Hello kinglinglive! Time zone support is a new feature that has been added to Grafana 7.0 (currently it is in beta, but we are doing stable release on Monday). You are on older version of Grafana, that does not support timezones (besides local and utc). You can learn more here:

SQL time condition is generated in the UTC timezone, so your data must be saved in the database in the UTC timezone. Grafana frontend “moves” data in the browser to the selected dashboard timezone - for example your local browser timezone.
