When adding a new row to a panel, the row will always appear on top. So far I could not find a way to rearrange the rows.
Is there one?

at the right side of the row you have eight little dots that you can click and drag.

On my display those dots are barely visible… 
Sorry, I don’t see how this is a solution, when the new row on top automatically swallows up all panels, and you need to manually move them out of the row group, apparently…
How do you create a new row, and add panels, rather than remove?
